Tampon Ghost
The whole thing hinges on one step, and it’s surprisingly forgiving: wet the tampon fully and let the string draw the cotton out into a rounded, veil-like shape as it expands — that’s what gives it the classic ghost silhouette instead of just a wet lump. I expected to have to fuss with it to get the shape right; I didn’t. Let it dry completely before touching it again, or the shape won’t hold.
Once it’s dry, glue on two googly eyes with a dab of hot glue and you’re done — and it already comes with its own mounting string built in, so it was ready to hang the second the glue set.
